There is no reason for them to have FTP access to your code. It sounds like there is no actual content management system for your site. Is the site a data-driven dynamically generated site, or purely static HTML? There are numerous ways to deal with either scenario, but there is no need for an outside content generation source to need access directly to the production database or code.
