Creating useful, working software in any language is not a simple undertaking. If your goal is to put something together quickly and easily so you can get a product for a web-site business you are starting then you might want to find some products that already exist that you can offer. If your goal is to write the program yourself and you don't know how to program then it will be a long time before you have something you can offer for sale - at least 2 or 3 years if you are extremely dedicated and a quick learner (and at least a semi-genius).

As far as legal issues go, you will want to talk to a lawyer.
