Which language to use?

I've been coding an IRC bot using Perl. Everything is working fine until now. I'm trying to add a graphical interface and I'm running into difficulties.

I would like to know everyone's opinion about which programming language would be best to use for such a project? I need it to be executable on a windows platform so it's easily installed by the end-user. I also would like to have a GUI.
