There is a big difference in price between the full Visual Studio.net and C#.

As I understand it, the C# Language will permit me to develop forms etc. but I will not be able to distribute the code because I will not have the .NET Runtime.

Is this the only downside? Like will I have access to the visual tools for building Web Forms so that I will have the full development environment? I am just trying to learn the language at this point, so distribution is not an issue.
