Visual Studio is just one of many IDEs to create applications, there are other freeware/shareware ones such as Antechinus, sharp-develop and web-matrix for asp.net. A Google search for c# IDE brought back many others. You can just use the .net sdk from Microsoft and but you don't get any visual tools, coode must be written by hand. You can still distribute all needed files etc.
