Default opinion on data storage

I have created a database in MS Access with 3 relational tables and 1 report I am filtering the report on 4 fields selected by the user.
I would like to store this on Cd and and provide to various users on and make it stand alone accessible.

What platform or storage container would you suggest.

platform: The Windows version that supports the version of Access you are using.

storage container: Not sure what you mean by this?

You will need to get an progran to create installs is you want to oput on a CD.

What version of Access are you using?

I need to provide this data in various enviroments. If I don't come up with a better solution I will require the user to have Access XP and let them open the DB with it. (The DB has about 400,000 records.)
I was hoping to find a way that I could create a stand-alone app that would be a small or no install and not require the user to have anything on their PC other than windows (say win 2000 or above).
I extracted the raw data from an AS-400 text file and organized it in Access ,Where it is temporarily stored.
I am looking for something that will not require the user to have Access or anything else installed on their machine except Windows and a printer.
By "storage container" I meant something to house the data that would make it available it to a front end to print a filtered report.
