I do want to build set up package for access. But I donot have packaging wizard.

What should I do?
do I have to download it or something else?

Access 2003.

Sorry for the delay in answer but i have been away with work. You will have to purchase the developer extensions for Office 2003 to create an exe file for you database.

For office 2003, the Access Developers/Tools Extensions are sold with the Visual Studio Tools for Office 2005 (VSTO 2005).

The only prerequisite is having a licensed version of the ACCESS 2003 retail product, as the package deployment wizard will look for the setup and language files associated with the ACCESS product.
