Default Access 2007 trigger a email

Im not a access person but i have been give the task of trying to find a way that when a field reaches the value of 0 for 30 minutes to trigger and send a email to person. We run a plant that makes a product and the machine run time is important and it send the speed to access ever time it changes speed. So in theory if the speed was 0 that would the machine is down and we are loosing money and it would trigger a email. Is this even possible, any help would be greatly helpful . Im network admin not DB so excuse the ignorance
