Has anyone ran into this?

Database setup Front end - Backend
25 users using Access 2002 runtime
Backend is Access 2000 format on win2k server
70,000 + records
1 user is some how is able to delete a record, no one else.
Always the same user, have swapped machines, still the same.
Have added code to the form's On Delete event to disable any deletion.
PK is autoNumber, after compact to remove deleted record need to reset PK.
Any suggestions will be greatly appreciated,
