Default MS Access 2003 Wizards

I saw some previous posts re problems with the wizards in Access and tried some of the comments to solve my problem..none worked.
I am running MS OFFICE 2003 on windows XP sp1 (I can't install SP2 as it won't work with my current bios and drivers)...
my wizards won't work in Access...there's no error message, just nothing happens! i set the security to low via Macro in the Tool Menu.
i also downloaded the Microsoft Jet 4.0 sp8 as per the bulletin on the microsoft websiteand installed..still the wizards don't work. The wizards in Excel, Word, Powerpoint are ok.
 any ideas?

Better uninstalled office and re-install with service pack 2.

I have the same problem but with XP service pack 2. Access wizards particularly the form and report wizards show but do not work, even after many reinstalls of both operating system and access.
