Default Russian Characters in Access 2007

I have a Russian website that uses UTF-8 charset.
The site has a form to save some product categories in database. The language of the categories is in russian and they are saved as

Особняки
Does anyone know why the russian characters are changed to above and what's the solution to properly display these characters.

I am using MS Access 2007.
