HELP! Beginning E-commerce with VB.Net

I'm having trouble to get my commerceLib work. It only complete PSNotification and didn't complete PSCheckFunds. Is it my coding?

Can't access it. I got rejected for the application of a test server account. Can help?

The website of the testserver of datacash is down? I enter the url and it didn't load.
