Default migration to TOMCAT 4.1.27

We were previously using Apache 1.3.27 with mod_jserv and have migrated to TOMCAT 4.1.27. We have some static pages with path names that have embedded spaces. The pages will not display with TOMCAT. Is there a config option to correct this?
Is there another work around?
