Receiving incorrect data from website request

I am new to website programming and have inherited a website to maintain. The website has a basic search screen and displays the selected data.

My problem is that when two people request data at the same time(hit the submit button at the same time), one person receives a blank screen while the other person receives data back on the screen from both requests.

Any suggestions?
