Need urgent help. My site is on a college server located in lab (not main college server). I get the following error when trying to send email to hotmail gmail etc.

CDO.Message.1 error '80040213'

computer techs not working today so cant get any help from them.

This means the SMTP server ("149.153.105.99") that you mentioned in the configuration, is not reachable. See if SMTP server is configured and running fine. To test this you can do a telnet from command prompt to that IP on port 25 (standard port) and see if that connects. Command would be TELNET IP port, If it shows any error or just shows connecting, that means you got some problem that needs to be fixed. Else it should be fine.
