I use iPowerWeb and it has both of these features.
iPowerWeb has Credit Card processing systems and 3 different shopping cart programs including Agora and PayPal. They're really easy to use, in my opinion.
I've also found iPowerWeb to have great service and fast support.

You could look into VeriSign, they offer some affordable options, with set rates. From my experience this is what happens. You have to have a gateway, they charge you and send you bills from companies you didn't know you signed up with, then their rates gradually go up. Then almost everybody goes through Authorize.net and they charge you. I started out looking at $30 a month, and after about 6 months we were having to pay about $60 a month. My experience was not good, so be on the lookout for that type of situation.

Many companies provide E-commerce features, you have asked about. You can visit the websites of www.ikobo.com, paypool, 2chequeout and bla bla. Compare the charges for their services and decide for yourself. I use ikobo for my E-commerce business. Their services are satisfactory and charges are very reasonable in E-commerce industry. Moreover, you will find online money transfer service from this company, which excels in online money transfer field. This money transfer is in 170 countries and 220 regions. ATM withdrawal card facilitates cash withdrawals from bank ATM.

I have visited these websites. I found ikobo has no setup fee. It charges only 2.99%+0.22 per transaction. Its price is the lowest among these companies. And I like its no setup fee feature. It is important to my initial business. I noticed that ikobo has a IPN feature. If some customer make purchase on my website and make payment. Ikobo will email me the information. I think it is good too. I would like to use it.

I think I can use Ikobo's IPN to set up an anti-fraud system by extracting statistic from IPN. How do you guys think about this idea? can anyone who has experience with it gives me some suggestions?

I think ikobo.com is a good service. Practically they cover 170 countries and they can bring me a lot of clients for my business. I won't discuss now about their huge list of customer advantage. I just wanted to say I am satisfied with their service.
autumn, please tell me in details how can somebody use their IPN service in order to make their own anti-fraud system. I am very interested. Please tell me in specific details how you managed to do that. Thank you.

I think you mean paypal, not paypol. Anyway, paypal is fine as long as you don't want to business with customers from all over the world, since their coverage is quite poor. Also there are quite a lot of bad user experiences out there. You can visit www.paypalsucks.com for example and see for yourself. Why I decided to post here is because I saw you mention ikobo. So far I only use them for online money transfers and it's been working nicely. I'll look into their merchant account offer and let you know. Actually the company (well actually it's only a small business :D ) I work for is looking for just that, a third party merchant account provider which supports shopping cart. I guess I'll get the proverbial two bird with one stone. I will keep you posted!
