Default Line reliability

Dear All,

Database - Oracle 8i (User and database is located at same place)
Asp
Web server - iis5.0 hosted on win2k (placed at different location)

Our Web server and Database (oracle 8i) are placed at different locations .There exist some line reliability problem between database and web server .Many time’s user lands in trouble because of line reliability problem.I want my user should know the line status before they start work . One option of checking connectivity between database and web server is ping.

Presuming every problem has solution in IT. I would like to ask you that can something be done through asp to check reliability of line, so that user can be alerted that at this moment line is not reliable, try after sometime.....
