stupid table formatting question

Hi,

  I have a simple table that I populate in code.

  Each cell populates ok. Its just that if a cell happens
  to be empty then I dont get a border drawn around it.

  How do I set each cell to be 'boxed' no matter what?

If there is nothing to populate a cell add a ' '.
