IsPostBack is property of the PAGE that is used when a user submits a form to the server.

Whenever you click on a server control the form is submitted to the server and IsPostBack is set to true

The first time a page loads IsPostBack = false. If a user interacts with the page and the page is submitted to the server for processing when it loads again IsPostBack = true. So, if you have a dropdownlist with autopostback = true and wanted to bind a datagrid after the user selected something from the dropdownlist you would check IsPostBack for true then bind the datagrid.

If IsPostBack Then
     BindDataGrid()
End If
