User controls not showing on web page

My user controls will not runat server they appear but only as if standard HTML. Datagrid does not appear at all. Radio buttons only show labels and no buttons. Check boxes only show labels and no checks boxes. I am running IE 6.0 and windows 2000.

This file on my browser is damage which is a activeX control file {556DDE35-E955-11D0-A707-000000521958}
