old compiler seems to work but still is 1 error

I downloaded .NET 1.0 Framework and used the older compiler to compile my .dll file and it seemed to work. But there is still one error message which doesn't seem to have to do with anything that occurred before. The message is : vbc : Command line error BC2010 :
compilation failed : 'unable to load international Dll : VBC7ui.dll'
I have no idea what this means because I'm sure I used English as the language to download the Framework. Does anyone have an idea what this error means? Thank you.

I guess no one knows this particular error because I get no replies. Is there anyway I can get this file VBC7ui.dll to download because it seems like the only file that is missing before my program will compile.
