Default Auto Execution !!!

Hi all.!!

    I have to make a project and I want to make it in ASP .NET using C# but there is a problem I want to make such a project which could run itself I mean we should not be required to run this project. I mean as a employee apply for a leave or in other word as a data is stored in database there is an application should be opened to concerned person to make this application sanction.

                            OR

We could put it application in schedule task to run it in every hour.

I can do it in VB but I don’t want to do it in VB.
So please if any Idea suggests me.
