You typically do this using SQL Server commands containing a LIKE expression:
SELECT Whatever FROM YourTable WHERE Description LIKE '%somevalue%'
Alternatively (and often better) you could use SQL Server's Full Text indexing services.
But, as is often the case it all depends. On your knowledge you already have, the database you want to use (SQL Server, Access, and so on) target platform (do you really want to do this in ASP.NET 1??) and so on.
