ASP 3.0 pages are never compiled, they are interpreted. ASP.NET pages are compiled. I have no idea what type of software you are looking for.

It sounds like you want some kind of web application to record employee information and the ability to upload and view a picture of the employee. Is that what you're trying to do?

If so, you'll need some kind of database like Access to store the location of the pictures and the employee information. If you're just getting started this could be a long road so buckle up.
