Default TimeZone Issue

hi all,
I have a login date and time of a user stored in UTC Date format in database table. Next time when user logs in, i want to convert the last logged in UTC date and time into their system(computer)'s time and date format. Is there any help would be appreciated. chunk of code would be more helpful
