CMS systems definately don't come cheap, not by any strecth of the imagination. What you will probably want to do, as opposed to making posts in forums like this, head over to:

Rent-A-Coder is simple: you post what you need the application to do (read as: Functional Requirements), time frame etc and the members of that site bid on your job. (Think of it as Ebay for programmers) Based on the candidates that submitted proposals and such you will pick who gets the job, you will transmit X dollar amount into an Escrow account and no money will EVER change hands until both you and the programmer have signed off.
Really its a win win for everyone involved. The programmer knows that s/he is going to get paid and the business knows that they will have X product with X feature set.
