Default Automatic reading of RSS news - Shared hosting

I plan to take shared hosting for my application, but i need
to read some RSS news (every 5 min) and to import into database. Client read that news from database.

I have problem, because hosting companies do not alow me to make small windows service or something like this (for reading RSS news).
Can you help me.
