Default Seeking advise on how to find a .Net developer

Where can I go to meet .Net programmers, online or any place in Southern/Northern California. We're seeking a partner for funded web project and we prefer not to just post ads and hire. Rather find a talented and responsible developer who wants to be an integral part and partner.
