I am not sure what you missed. The suggestions given in this thread usually fix these kind of problems.

Maybe these two FAQs will help:

How Do I Allow My Web Application to Write to Files, Folders and Databases?

and

How Do I Determine the Security Account that IIS Uses to Run My Web Site?.

They basically tell you the same thing, but they might help in diagnosing the problem more accurately.
