Default How to go out something the best way!

Hi all!

I am coding my way through my new website and want to have a side bar that displays a picture and small amount of text with a [more..] link. I want it to change each time the page is refreshed....

Now I dont really want to pull the information from a database to honest. What would you suggest?

 - my first idea was to use sometype of xml file to do it.
 - second idea... could i use the ad rotator with xml to do it?
 - or look in the directory where the pages are stored and pull to the page desc and an image?

another in the ad rotator how can i set the url as target="_blank"
