why GetObject with IIS is not working

Hi All
this followed line is not working on either win2003 or
win2000 advanced server
oVirtDir = GetObject("IIS://localhost/W3Svc/1/Root/" & virtualDirectoryName)

and error appeared can't create Activex Object

but working well with WinXp

I checked that GetOBject is working with other com Components on Win2003 or win200 advanced server as the website is set to trusted and all activex operations are permitted and set to enabled in IE
