I am not sure whether that can done for IE4. After all, if it was easy to do, Microsoft wouldn't have required IE 5.5 (then again, that can be marketing of course ;) )
You starting point is your aspnet_client\system_web\1_0_3705_288 folder. (or any other folder in the system_web folder you may have for another .NET version).
You'll find two .
js files that define the SmartNavigation feature. If you're brave, you might be able to change it so it works for IE4 as well. I highly doubt it, because I see some behaviors defined that just won't work on older browsers.....
