Conectivity with oracle 10g Database

with ASP.NET 1.1 I can create a successfull data connection
for oracle 10g database. But when I try to run web app I get
err like oci.dll not found. I copy this file from oracle di
r to system and system32 dir.But now I get err like Could no
t create an environment:OCIEnvCreate returned -1
