Can I block users from viewing css or javascript files by directly typing the URLs in the browser?

If you could do this, then you would also prevent the browser from using them as well. Whether the request is coming from a reference in a page or from the user manually entering it in the browser address bar, the server won't know the difference as the request if coming from the browser the same either way.

You can obfuscate the files to make them very difficult to read.
