Modify resource file with out recompile the proj

it is taking a lot of time to maintain and update the resource files for multiple languages. I am looking for a solution where I can build a tool for the operation team to take control over the content of the resource file so developer doesnt' have to spend time to updating it for the new translation or every time we need to add a new language to the application.

Please please give me some idea.
