Default Hyperlink, Javascript, Respose which is best?

I have an aspx page which has a list of pictures inside a dropdownlist.
I want to have an option to view the pictures in a new window instead of the existing window.

I'm getting very confused about which is the best option within ASP.NET
I've been looking at hyperlinks, window.open in javascript and Reponse.WriteFile();

Can someone point me in the right direction please?

Using JavaScript would probably be the best option since there will be no post back to the server.
