Default Web part functionality like http://www.thefreedict

How can i achieve webpart functionality like http://www.thefreedictionary.com/
If you carefully see when we are dragging a web part if we move over a webpartzone we will see what will be it appearence if we drop it in the webpartzone (while we haven't drop it yet)
Secondly the titlestyle is changing on the mouseover and mouseout over the webpart.
Could Any body help how can i achieve it
