Default Strange CSS Theme Problem

I am running into the strangest problem using CSS with Themes. The CSS Theme did fine when first styling the page. But when I attempt to change a style that change is not displayed. However, if I rename the css file, the changed style will be displayed. If that same file is renamed back to its original name, it reverts back to the old style. Again this is happening strictly from the file name change, nothing else on my part.

Could someone please give me advice on this. I am refining the look of a site where column width and colors are very important. There's a lot of detail and it is nearly impossible to accomplish my task this way. Is there some compiled file that stores these values that can be deleted. I could go to the standard linked file in the header, but I was trying to do it the 2.0 way.

I found the answer. Simply press F5 to refresh your browser. The old page was being cached
