As Ken used to say: The error is on line 11....

Seriously, what do you expect us to say or suggest? How can we suggest something even remotely useful without knowing about your site, its setup, the code and so on?

You'll need to provide *a lot* more information in order for us to suggest something useful.

That's a bit too early, I guess. You need to dig into the problem deeper first. Do you get an error message? If so, what's the exact error? What's the behavior you are seeing in your application? How do you define "the website some time is down"? Are you seeing application restarts in IIS? Based on what assumptions is your host blaming your code?

And so on....

And how would a web.config file help in diagnosing the problems?

There could be many reasons, from DNS issues with your host, application pool recycles due to memory problems, hard ware / network failures and so on. Or maybe you have Plesk installed on the server causing unexpected behavior? (Seen that once).

This is not something we can fix for you. This needs to be fixed right where the problem is: at the server, with a lot of diagnostics tools, lots of coffee and support from your host.

Tell them to look into this. Tell them the site runs fine on your own machine (make sure you do some load and stress testing before you say so) and have them look at it. If they can't / don't want to help, consider changing hosts.

Sorry.
