Default 2003 Server Browser Date Format

This problem has been covered including a solution for versions of IIS < 6.0 - I have personlly used the solution and it works, it may be found at (a longish and very useful post):

My issue is the same problem on 2003 Server (IIS 6.0) - What registry setting needs to be changed to force the dd/mm/yyyy format? I do believe every OS level setting has been changed and I am aware of other script related solutions - these are discussed along with part of the solution mentioned above here:

My objective is to identify the registry setting that forces the dd/mm/yyyy format instead of the system getting its value from the original system set up format which is mm/dd/yyyy

To help others who have this problem a solution is to include this in your global.asa file:

sub session_onStart
    Session.LCID = 3081 //English Australian
End Sub


This does not resolve my issue. We have a 2003 Server that is only accessable thru a VPN concentrator, adding this line to my global.asa file makes no difference. Any ideas?
