Default File access issue?

I want to put an exclusive lock to a file at the kernel level. Appreciate any help.

Well what I want is to write a simple programme, that when in execution will restricts access to a file, that is, generate error when the user tries to open/execute the file when my programme is running ,or actually hide the file from view. Software like FolderGuard etc. have such features. So I'll appreciate any ideas.
