Default local host denied

Im just on chapter one and i followed all the instruction, and my http:/localhost worked untill now, can you please assist me on how i can fix it?

Im using Apache but i dont know if its on or not.

If your book says nothing about starting Apache, look here (if you're running Windows):

I typed apache in command prompt and got the following error;

<OS 10048> Only one usage of each socket address <protocol/network address/ port> is normally permitted. : make_sock: could not bind to address 0.0.0.0:80 no listening sockets availabe, shutting down
unable to open log

I got it too work, i shut it just had to restart apache through command prompt. Thank you for your help.
