PHP is great for pure web-based development. LAMP (Linux-Apache-MySQL-PHP) gives the best price-performance. PHP is simpler and faster.

JSP is a part of the J2EE framework, and therefore good for larger applications. Also, if you have existing Java code, you can re-use it with a JSP application.
