PHP runs at server and creates at cliente side a result that is HTML. VBscript can either run at client or at server. If your VB is client, then there's no way to make it interact with PHP. I also do not believe you can interface, VB running at server with PHP. They both are compiled by different applications. I also don't know what would be the advantage.
