Technically a hardcore developer means one who is intensely loyal to a certain language (PHP in this case). This has both positive and negative effect. Say you are a hardcore developer in a certain language that doesn't support OOP (C for example). So the project you are working on may be easily achievable in a language that supports OOP but as C doesn't support OOP and as you are hardcore C developer, you have very hard time getting your project done. Even if you do get it done eventually, you are sure to have ended up using pretty lame, bad coding practices and your code is anything but efficient. However these days the term hardcore doesn't stand literally, it only means someone is an experienced PHP developer. Hope I helped !
