Default how to provide synchronisation to the access of db

hi all,

  in my project i hav a single server in which oracle 9i enterprise edition is running and i hav 4 client system which access this database using the same VB application.I would like to know how to provide synchronization to this so that there is no violation of database rules..To provide mutual exclusion.From all the client applications it access the same tanles on the databse which is in the server..plz help me out with this..
