Default Working with GMT

Hi.
How can I deal with dates and times regarding the GMT ?
I mean:
I have an application that handle time variable.
I need the system/application tell me the diff between the local time and the GMT.
That way the application will work correctly in America, Asia and so on.

use the API GetTimeZoneInformation
