With makes it so that any references within the with/end with block behave as if the object in the with statement precedes them.
Code:
    With Me
        .txtOne.text = "Hello"
    End with
    behaves identically to
Code:
    Me.txtOne.text = "Hello"
and
Code:
    With Me.txtOne
Code:
        .text = "Hello"
    End With
    behaves identically also.

If you type
Code:
    With Me
        .
        IntelliSense will provide a list of options just as if you had typed
Code:
    Me.
