Show something to users whil an application performs required setup action (loading libraries into memory, checking the registry for authenticity, looking for network/inet connections, populating arrays with values, whatever).
Even if this is not necessary a splash screen can be used to make it clear what program/version is running, and to enhance the professionalism of the look of the application.
