Default Monitoring Biz talk Orchestrations

I am looking out for solutions for monitoring Biz talk Orchestration ( 2004) . I want to write a utility by which i can monitor my application server and based on certain events say for example on receipt of a file i want to manually trigger an Biz Talk Orchestration. I am lookin for a Biz Talk Monitoring Tool which will act as a single point of management which will monitor and manage Biz Talk Orchestrations. I should be able to start, stop, pause set dependencies between various Orchestrations.

One solution i know of is that i can have windows services which will do the same for me and the batch monitoring tool can monitor those windows services.

If somebody can think of a better solution, please do reply to this post.

Thanks in Advance
